Abstract: 在过去10年内,中国农村地区养老金改革取得了举世瞩目的成就,在较短时期内基本实现了农村居民的全体覆盖。新型农村养老金制度将社会养老金与自愿参加的积累制个人账户结合在一起,并采取中国特色的家庭捆绑式缴费政策。但当前中国农村养老金制度发展也面临着一些难题,主要表现在养老金待遇水平过低和参保激励性不足两个方面,制度的长期可持续性面临挑战。针对这种困境,在分析拉美地区及其他一些发展中国家养老金改革经验的基础上,提出未来中国农村养老金改革的几个选项:一是逐步将自愿性缴费转变为强制性;二是提高社会养老金的待遇水平;三是引入缴费匹配型的MDC账户,采取名义账户制的模式。
